The lesson of Katrina is the same as the lesson of 9/11, as well as of the tens of millions of American workers downsized, MacDonalded and Walmarted while the super-rich got even richer: namely, don't let yourself become vulnerable in any way while these bunglers are in power. If George W. Bush had been in power on December 7, 1941, four years later the Pacific would be a Japanese lake, the Germans would own much of Europe and Asia; and American troops would be trying to control the insurgents in "liberated" Mexico City.
It's obvious even to me that every kind of domestic protection was eviscerated for the sake of Bush's crusade, Bush's government gambling on nothing serious happening until the end of his term, after which any disasters could be blamed on subsequent presidents. Now that something has, they're scrambling for spin, but frankly I haven't seen any that looks even half-convincing to me, aside from a couple "nuh-uh!" reports re the slashing of the hurricane budget, and the sly reclassification of the New Orleans citizens as enemies to be fought rather than citizens to be rescued. Fuck the media for going along with that, anyway.
