I really can't think of anyone I ever knew who, upon receiving a free condom, said "Oh! Cool! Now that I have a contraceptive, I'm going to run out and have all that casual random sex I've been turning down for all these months! Boy, it's a good thing these people are facilicating me having sex, because I never would have thought of it on my own!"
Council said, "Their idea of reducing unintended pregnancies is more sex education and distribution of contraceptives. ... That's not the solution, that's part of the problem.
"If they want to start promoting abstinence, fine — but they won't."
